Concern for development processes and the potential role of reliable information for planning and decision making prompted the Universidade Catolica de Mocambique (UCM) to initiate a centre for research and documentation within the Faculty of Economics and Management in Beira。 From its onset in July 1997, this center, called CIDDI (Centro da Investigacao e Documentocao para Desenvolvimento Integral), planed to use Geographic Information Systems (CIS) for documentation, data presentation and information management。 In 1998, a co-operation project over an initial period of three years was initiated with the purpose to establish a GIS service centre at CIDDI-UCM which can provide reliable and up-to-date geo-spatial information for planners and decision makers。 This paper focuses on the technology and capacity building process and informs on the approach chosen by the project partners to assure that the technical infrastructure of the installed GIS laboratory can be fully maintained and serviced locally and capacity building is embedded in a long-term co-operation between university departments in such a way that it can be continued with minimal funding requirements。
