外文摘要：At present， water right issues are highly concerned by the societies。 The study of water right theory goes deeper and deeper and has been actively explored in practice。 Regarding inter - province basin like the Yellow River Basin， which is characterized with a large amount of users， obvious difference among water use effectiveness as well as outstanding contradiction between water supply and demand， it' s necessary to make use of economic means such as water right theory and market mechanism to realize automatic adjustment for water resource allocation and optimize water resource allocation while strengthening administrative， engineering， technical and law instruments of water resource administration。 How to guide and strengthen the Yellow River water resources management with water right and water market theory is no doubt an attempt and exploration for present water resource management。
