外文摘要：By analyzing the existing problems of forestation for soil and water conservation on Loess Plateau section， i。e。 low quality， effect and profit， the paper put forward corresponding technical Countermeasures of conserving soil and water on Loess Plateau section in the new century: determine construction target of different types of region， strengthen conceptual design and implementation of forestation， set up a main body system for prevention and management that combines planting of arbor trees， bush and grass， unify the targets of ecological and economic construction; establish a managerial system that adapts to market economy。 Suggest that we reinforce study on basic means and applied technique about forests and grasslands， carry out training program for technicians and building workers at the basic level， and strengthen work of prevention and supervision， to improve the constructing quality of vegetation for soil and water conservation。
