Role of PRA and Applications in Licensing of Olkiluoto 3Nuclear Power Plant in Finland

The EPR 1600 plant (OL3) under construction in Olkiluoto has been designed to complywith the current international safety principles, the Finnish regulatory requirements and the Europeanutility requirements, including a management strategy for core melt accidents。 During the licensingprocess, several modifications to the original EPR design were made mainly due to Finnish regulatoryrequirements and local conditions。 Many of those safety significant design modifications were basedon PRA insights。 In Finland, a plant specific, Level 1 and 2 PRA is required as a prerequisite forissuing the construction license and operating license。 The construction of OL3 and the respectivelicensing activities are in progress。 PRA has been applied in several areas during the design andconstruction of OL3 e。g。 to support the detailed design of SSCs, to define pre-service inspectionprograms, to evaluate the safety classification of SSCs。 It will be further applied to define riskinformed in-service inspection programs, technical specifications, periodic testing (in-service testing),to optimize on-line preventive maintenance, procedure development and training of NPP staff。 Thisarticle highlights the main findings and issues related to OL3 licensing process。 Special attention isdevoted to the use and status of various risk informed PRA applications。
