The water environment state in time and space with such part is changingcontinuously；The water environment state in East- plain Shangqiu of Henan Province is notexception too。 The surface water resources has lacked，if there are the water in the channeland river，there was the wastewater，where there was not the natural runoff essentially inperennial。 Groundwater resources total was scarce ， shallow groundwater has beencontaminated，deep groundwater exploitation amount was wide。 The water environment statesmore and more deteriorated。 On the basis of water resources and the water environment statein East-plain Shangqiu of Henan Province，through such several main effected factors to startwith analyzing and researching ，has put forward countermeasure of water resources and thewater environmental to protect and sustainable using in Shangqiu；There are to have drawinglessons from the sense for the water resources and the water environmental protection andsustainable using in the East-plain of Henan Province and the Plain of Huang-Huai Area。
