The wetlands protection has drawn great attention from government and academe in every country。 In order to improve Chinese wetlands protection policies and management mechanism， through comparative analyzing of the practice and effect of wetlands protections， the article points out that there are mechanism obstacles in Chinese wetlands protection， including ambiguous definition of power and management rule， lack of integrated unit legal authorization， management rule and supporting measures，scanty method and path of wetland protection。 Countermeasures are founding RBZ (Rain Basin-Zoning)management mechanism， system of wetlands project license， uniform permission management mechanism on the basis of integrated ecosystem viewpoint。
