Forest pests have long been a severe hazard and caused great loss every year， so management information systems with GIS have been developed to help in preventing and mitigating the hazard。 In this paper， we will discuss techniques in building a web based forest pest management system， and develop an actual system。 A three-tier structure is designed for the system， in which there is a server that stores the database and provide data processing abilities， and a B/S client is used to access and edit the data。 WMS and WFS techniques are utilized to get spatial data from the server and WebGIS is used to visualize it in the clients。 A Web Service is established to deal with the attribute data flow between server and clients。 With this system， data from different units can enter the database of the server in real time， and they can be used to produce various statistical tables quickly so as to enhance the management efficiency。 A Web Forest Pest Management Information System is developed， it chooses Microsoft IIS as the Web Server， uses the Microsoft SQL Server to build the attribute database， and is developed under the framework of 。Net 2。0 using C#， ASP。net， JavaScript， HTML， XML。 Ajax The system has been successfully applied in Liaoning Province。
