A Study of the Impact of Structural Adjustment and Efficiency Improvement on Energy Saving and Emission Reduction

This paper explores the effect and realization mechanism of structural adjustment and efficiency improvement on energy saving and emission reduction, and corresponding measures。 By calculating the amount of energy saving from structural change and efficiency improvement on different levels during a certain period, we confirm their effects, and ascertain their different roles on different industrial levels on energy saving and emission reduction。 The interactions between structural change and efficiency improvement constitute the realization mechanism which promote energy saving and emission reduction。 Some of these interactions include the interaction between the change of industrial composition and technological progress, and that between the change of industrial organization structure and economies of scale, also the interaction between the change of the industrial spatial structure and agglomeration economies。 According to the interactions, measures are proposed to promote energy saving and emission reduction in this paper, these include the following: promoting technological progress, adjusting industrial organization structure and optimizing industrial spatial structure。
