外文摘要：China is walking on a leaping development industrialization path。 It’s facing the complex resources problem and the environment problem， which the developed countries have not experienced。 China's goal is to build the comprehensive realization well-off society。 It requests keeping harmony between man and nature。 At the same time it develops the economy。 The existing unsustainable economical development pattern urgently awaits to transform。 The article introduces the circulation society’s connotation summarily and discusses the subject of the development of a harmonious recycling society。 Further more， it proposes the principles of building the harmonious recycling society and the advice。 Scientific development concept is a comprehensive， coordinated and sustainable development， which requires people-oriented。 The most fundamental way to achieve it is to maintain the sustainable development。 Sustainable development requires to meet the needs of the present without compromising future generations。 Its core idea is that a healthy economic development should be based on ecological sustainability， social justice and people’s active participation in decision-making。 Since 1990， many countries believe that the cycle of circular economy and harmonious society is an important way to achieve sustainable development。 2009 Hebei social science fund project: the coordination of urban and rural social security system， implement obstacle， the path dependence and system arrangement NO HB09BSH004
