At present the significant technological projects resources accumulation had been formed in Binhai New Area。Tianjin had laid a good foundation for sustained economic development。This paper gives a comprehensive SWOT analysis about accumulation of scientific and technical resources and identifies the strategic target of accumulating domestic and foreign resources， proposes to select the path for realizing technical resources accumulation。According to the above analysis， strategic target and the current situation of technical information industry， around the implementation of major technological projects and construction of innovation platform this two important aspects put forward the corresponding countermeasures and suggestions， in order to enhance Tianjin's economic influence ability and sustainsbility effectively。
