外文摘要：Civil infrastructure has the features of large-scale investment， long construction and payback term。 Risks and loss will be caused by errors in any link。 It抯 essential for the sponsors to find a solution that cut the whole life-cycle (WLL) cost to the lowest。 This paper aims to explore the risk factors that affect the cost of civil infrastructure in whole life-cycle。 The WLL can be divided into three phases: design， construction， operation and maintenance。 First， structure of cost in every phase are analyzed; Second， risk factors that affect the WLL cost of civil infrastructure in every phase can be identified; Third， it will compare road/bridge project with dam and water treatment plant projects; Finally， suggestions on risk control are given based on the risk identification。
