In order to evaluate the highway network-planning scheme scientifically and reasonably, on the basis of building the system of highway network planning parameters, the model of the highway network planning scheme evaluation by using TOPSIS was put forward。 The model takes influence parameters as the factors index set, and takes the highway network-planning scheme as domain set。 The evaluation matrix of the highway network-planning scheme was built, and it was standardized by applying [0, 1] linear transformation。 Considering experts' knowledge and experience, the information, which is contained in the data itself, goal programming optimization model and higher mathematics, weights of impact parameters were determined comprehensively based on AHP-Entropy-Lagrange。 Combining standardized decision-making matrix and weight parameters, the weighted standardization decision matrix was built。 It determined the positive and negative ideal solution of the highway network-planning scheme by using the TOPSIS method。 By calculating the degree of highway network planning scheme closing to the negative ideal solution, the highway network-planning scheme was selected。 Finally, taking a highway network planning scheme evaluation of a development zone in Xi'an as an example, and the practicability and effectiveness of the model were verified。
