E-Government raises the clarity by using Information Communication Technologies (ICTs) as utilization tool for providing public services。 In addition, E-government is ICT communication tool between the citizens and government sectors with the purpose of focusing on efficiency, transparency, and effectiveness。 The goal of this research is to create, refine and validate a model of factors influencing the adoption and utilization of e-Government services in KSA (MFIAUEGS)。 To achieve our aim, we combined factors from different well-known models and theories along with motivational and technical factors within the Technology Acceptance Model。 This study analyzes and investigates the factors taking e-Government acceptance and implementation among all public members, particularly those with visual impairments。 Through a pilot study which supports the successful implementation of governmental systems in Saudi Arabia, this research promises to reveal invaluable insights into how to use technology for maximal benefit。 The findings show that 29 items are reliable and valid within the scope of our research, with a strong positive correlation。 As a methodology, the proposed model has been constructed from different high reliable models, then factors have been added to the proposed model。 Finally, the proposed model has been validated by the associated stakeholders using a questionnaire tool。 The research tool was a survey using a 31-item questionnaire distributed to 28 Saudi citizens。 SPSS has been used to analyze and test the factor items studied in this research。
