In Hokunku area, surge arresters are often damaged due to direct lightning strikes, particularly in winter. It is reported that installing an overhead ground wire (OGW) is effective as countermeasures against failure of surge arresters. In order to rationalize lightning protection measures for surge arresters, we have evaluated failure probability of surge arrester and countermeasure cost for a ground wire installed under distribution lines (UGW), which is more inexpensive than ordinary OGW and does not require power interruption for construction.
