The paper is research on emergency management system for in-depth analysis of situation；thenthe emergency management system related to the structure, the main business, information classification,emergency grading and other aspects of global analysis；using the knowledge base and knowledge guiding principle as the main methods, link with knowledge base information and knowledge directory in knowledgemap technology way, integrate of the system of knowledge, providing the system classified search ability.Finally it constructs the system structure and function design, with the auxiliary key supporting technologies of Arc GIS, SQL Server, basis of city earthquake disaster emergency management, establish the knowledgemap based model.
