The Franco-Chinese collaboration on Climate Change and its Impact on the Global Climate Governance

The relationship between France and China has grown closer in the past years,placing climate changes issues at the top of their priorities.Following the signature of the Paris Agreement,in which both countries had a crucial role,France and China have developed their national policy framework in favour of climate and worked together to reach the Agreement’s objectives sooner.Based on the analysis of official documents,secondary sources and interviews,this research aims to get a better grasp of this special relationship and its position amongst other actors of climate action. The research is divided into five parts.In the introductory chapter,I provide a time-line of United Nations actions that led to the signature of the Paris Agreement and review the literature on the current state of environmental and climate governance,as well as circular economy-an important aspect of the bilateral cooperation.The second chapter analyses the growth of the Franco-Chinese relationship and their position regarding the COP21in Paris,and how it leads to an increasing amount of national climate programmes,first in France following European legislation,and then in China,exposing decentralisation issues.In the third chapter,concrete common action is described through current bilateral projects as well as the analysis of a recurring economic model experimented in France and China,circular economy.The fourth chapter focuses on the impact of this collaboration in the global climate governance,its limitations and how they can be overcome by drawing inspiration of other cooperations,including State and non-State actors.Finally,the conclusion reviews the main aspects of this research,recommending the better involvement of international organisations in the actual implementation of climate actions,suggesting that the studied collaboration be enhanced by the European Union on one side and ASEAN on the other,thus avoiding a multitude of relatively useless cooperations.
