To date, the greatest potential of the ITC (International Transport Corridor)has the Northern sea route-the national trans-port highway of Russia. However,in the context of sanctions and the current level of the economy,Russia is not able to modernize and develop the NSR alone and is forced to look for partners.Such a partner could be China, which is already showing interest in both the NSR and the entire region. To date, the problem is to develop a model for the development of cooperation between Russia and China.Popular models of NSR development in the Russian scientific and political environment do not meet the geo-economic interests of China. In this paper,we have analyzed the shortcomings of the classical mod-els and proposed a new model for the development of cooperation on the basis of the theory of strategic alliances.
