Realize the Public Value of Smart Policing——Case study based on"Smart Police Innovation Model"
Enhancing the people's sense of access and realizing public value are the goal and direction of police reform in the new era.However,the paradoxical phenomenon of digital government,which is be-coming more and more prominent in the construction of smart police as an important tool of modern po-lice reform,is always questioning the governance capacity of public security organs.Existing research of-ten focuses on technical and structural institutional arrangements,which is difficult to respond to the pub-lic value expectations of smart policing.Based on the model of barriers to smart police innovation,there may be"digital foundation type","behavioral inertia type","digital divide type"and"digital trust type"in smart police innovation.These barriers can be corrected by co-production between the police and the public,cultivation of digital citizens,and consolidation of digital trust,so as to further enhance the acces-sibility and publicity of intelligent policing,and effectively improve the people's sense of gain.
