摘要
当前,以虚拟货币为媒介的网络传销犯罪具有组织团队化、主体高智化、方式隐蔽化、客源拓展高效化、成本低廉化、社会危害严重等特征.打击此类犯罪中,面临发现案件线索难、电子证据运用难、部门区域间协作不佳、以及案件善后处理难等困境.要树立数据引导侦查办案理念,拓展线索收集渠道,提升电子证据收集和运用能力,构建部门之间、区域之间的制度化的协同打击机制.要正面回应群众合理诉求,妥善处置案件办理与信息公开,坚持打击与追赃挽损并重,做好善后工作.
Abstract
At present,the network pyramid selling crime with virtual currency as the medium has the characteristics of team organization,high intelligence of the main body,hidden mode,efficient customer source expansion,low cost,and serious social harm.In the fight against such crimes,it is faced with diffi-culties such as finding case clues,using electronic evidence,poor cooperation between departments and re-gions,and difficulties in handling the aftermath of cases.It is necessary to establish the concept of data guiding investigation and handling cases,expand the channels of clue collection,improve the ability of col-lecting and using electronic evidence,and build an institutionalized collaborative strike mechanism be-tween departments and regions.We should respond positively to the reasonable demands of the people,properly handle case handling and information disclosure,attach equal importance to cracking down and recovering recovery,and do a good job in dealing with the aftermath.
