摘要
司法体制改革给基层检察机关检察委员会制度带来了新的挑战,从近三年A市Y区检委会的运行情况可以发现,议题分布不均衡、议题准备和审查不充分、决策程序不规范、责任追究不到位等问题仍然存在.应注重从规范检察委员会工作程序、规范检委会集体学习制度、规范检委会监督和责任追究机制等五个方面寻求提高基层院检委会运行质效的科学路径.
Abstract
The reform of the judicial system has brought new challenges to the system of procuratorial committee of grass-roots procuratorial organs.From the operation of the procuratorial committee of Y Dis-trict of A City in the past three years,some problem can be found,such as the distribution of issues is uneven,the preparation and review of issues are insufficient,the decision-making procedures are not stan-dardized,and the accountability is not in place.Therefore,it should pay more attention to seeking a scien-tific path to improve the quality and efficiency of the operation of the grass-roots procuratorial committees from the aspects of standardizing the working procedures,standardizing the collective learning system,stipu-lating the supervision and accountability mechanisms of procuratorial committees.
