摘要
在实施人才强国战略、构建人类命运共同体的历史背景下,我国公安机关应坚持总体国家安全观,统筹发展与安全,全面提升对外国人管理的能力.一是要加强外国人管理队伍建设;二是要加强涉外法律法规宣传教育工作;三是要加快完善全国互联互通的外国人信息管理平台;四是要降低"三非"外国人违法犯罪案发率;五是要加快建立横向到边纵向到底的"大外管"管理格局;六是要推广先进经验,运用科技手段,创新外国人管理方式;七是要建立外国人管理诚信档案;八是要加快法律法规建设,适应国家治理体系和治理能力现代化的发展要求.
Abstract
Under the historical background of implementing the strategy of reinvigorating the country through human resources and building a community with a shared future for mankind,China's public secu-rity organs should adhere to the overall national security concept,coordinate development and security,and comprehensively improve the ability to manage foreigners.The first is to strengthen the publicity and edu-cation of the foreigner management team;the second is to accelerate the improvement of the foreigner in-formation management platform;the third is to reduce the rate of the management pattern of the law and crime of the country;the other is to accelerate the establishment of the management of the foreigner;the fourth is to accelerate the construction of laws and regulations to meet the development requirements of the modernization of national governance system and governance capacity.
