摘要
未成年人犯罪作为全球性问题一直备受关注.当前,鉴于我国未成年人犯罪日益呈现出低龄化、复杂化、暴力化的趋势,《社区矫正法》通过专章规定了未成年社区矫正对象的处遇措施,并特别强调将社会力量引入未成年人社区矫正工作的必要性.但实践中,社会力量参与未成年人社区矫正工作存在立法供给不足、缺乏对家庭监护环境的重视、律师参与不足、经费保障有限等问题,亟需从完善立法、加强亲职教育、完善律师参与机制、设立专项矫治资金等方面进行完善.
Abstract
Juvenile delinquency has always been a global issue.At present,in view of the fact that juve-nile delinquency in China is increasingly showing a trend of younger age,complexity and violence,the Community Correction Law stipulates the treatment measures of juvenile community correction objects through a special chapter,and emphasizes the necessity of introducing social forces into juvenile communi-ty correction work.However,in practice,there are some problems in the participation of social forces in the community correction of minors,such as insufficient legislative supply,lack of attention to the family guardianship environment,insufficient participation of lawyers,and limited financial security.It is urgent to improve the legislation,strengthen the parental education,improve the lawyer's participation mechanism,and set up special correction funds.
