Construction enterprises,in order to obtain illegal benefits and violate the qualification supervi-sion system in construction regulations,adopt typical illegal behaviors such as lending qualifications,ille-gal subcontracting,and illegal subcontracting,seriously disrupting market order and affecting project quali-ty. Due to the lack of legal provisions,the illegal behavior information held by the people's courts is dif-ficult for the construction administrative authorities to effectively obtain. Through legal reform,the estab-lishment of a system for people's courts to report illegal activities and illegal gains to construction admin-istrative authorities,as well as a system for transferring suspected serious illegal cases,can help over-come the information dilemma of qualification supervision.
