安徽省顶尖科研人才特征及其评价研究

高被引科学家是创新型顶尖科研人才群体代表,分析评价其人才特征,有助于决策者正确地应用这些指标培育和发现高尖端科研人才.本文选取2022年入选的29位安徽省高被引科学家作为顶尖科研人才研究样本,结合定性和定量分析,通过多维度画像客观分析安徽省高被引科学家的成长规律和学术成果特征,评价其学术影响力.分析表明,高等教育、科学基金资助、留学交流经历是有效促进高被引科学家成长的因素,高级职称职务及人才荣誉与成为高被引科学家呈相辅相成的影响关系;同时,安徽省高被引科学家在ESI学科领域中还存在分布不均匀,与安徽省高质量发展需求不相适应的问题.应通过完善高被引科学家科研成长动态监测机制,鼓励形式多样的学术交流与合作,营造积极宽松的科研文化氛围加强安徽省顶尖科研人才引进培育.
Research on Characteristics of Top Researchers and Their Evaluation in Anhui Province
Highly cited scientists are the representatives of innovative top scientific research talents, and analysing and evaluating their talent characteristics will help decision makers to be able to correctly apply these indicators to cultivate and discover cutting-edge scientific research talents. In this paper, 29 Anhui highly cited scientists selected in 2022 are selected as the research samples of top scientific research talents, and qualitative and quantitative analyses are combined to evaluate their academic influence through multi-dimensional portraits and objective analyses of the growth pattern and academic achievement characteristics of Anhui highly cited scientists. The analysis shows that higher education, funding from research funds and overseas exchange experience are the factors that effectively promote the growth of highly cited scientists, and that senior titles and honours are complementary to becoming a highly cited scientist. Meanwhile, the distribution of highly cited scientists in ESI disciplines in Anhui is uneven, and does not match with the demand for high-quality development in Anhui Province, and so on. The introduction and cultivation of top research talents in Anhui Province can be strengthened by improving the dynamic monitoring mechanism for the growth of highly cited scientists, encouraging various forms of academic exchanges and cooperation, and creating a positive and relaxed scientific research culture.
