Changes in the global regulatory landscape and China's response to RCEP data cross-border flows
The conclusion of the Regional Comprehensive Economic Partnership(RCEP)proves that the contracting parties have realized the innovation of the middle paradigm in the gap between the coexistence and separation of the US model and the EU model through the pluralist co-governance model in line with the"stakeholder theory",thus impacting the international regulatory pattern of cross-border data flow before the signing of the agreement and promoting the development of international rules on cross-border data flow.In this context,China is faced with the challenges of rules improvement and convergence and the trend of free cross-border data flow.It can respond to the challenges by dynamically adjusting the regulatory stance on cross-border data flow,improving domestic rules on cross-border data flow,and strengthening international cooperation in rulemaking in the field of cross-border data flow.
