摘要
全球著名体育城市是上海卓越全球城市建设的重要组成部分.本文主要采用访谈等综合研究方法,回顾了政策历程、构建评价指标并进行专家测评,发现:总体目标绩效完成欠佳但整体完成度较好;效益绩效整体良好但少数指标表现不理想;公平性绩效中政策覆盖广而公众参与偏低;可持续性绩效政策潜力大但内控机制较弱.认为体育消费、低碳体育、体育文化等是后续政策的重点发力方向,最终提出上海全球著名体育城市建设的战略展望.
Abstract
The globally renowned sports city is an important component of Shanghai's outstanding global urban construction.This article mainly adopts comprehensive research methods such as interviews to review the policy process,construct evaluation indicators,and conduct expert evaluations.It is found that the overall target performance is not satisfactory but the overall completion rate is good;The overall performance of the benefits is good,but a few indicators perform poorly;In terms of fairness performance,policy coverage is broad while public participation is low;The sustainability performance policy has great potential,but the internal control mechanism is weak.We believe that sports consumption,low-carbon sports,and sports culture are the key directions for future policies,and ultimately propose a strategic outlook for the construction of Shanghai as a globally renowned sports city.
