Selecting data samples from 30 provinces,a comprehensive evaluation system for e-commerce development was constructed from four perspectives:e-commerce development capacity,e-commerce service level, internet infrastructure level, and policy development level.Based on a two-way effect panel model, the impact of e-commerce development on household consumption level was empirically verified,as well as the moderating effect of commodity transaction costs between the two.The research results indicate that the development of e-commerce has a positive promoting effect on the consumption level of residents, and the transaction cost of goods can negatively regulate the relationship between the two. Therefore,it is necessary to increase policy support for the e-commerce field, improve the quality of e-commerce products, strengthen brand building, improve network, logistics and other infrastructure construction to promote the healthy and orderly development of e-commerce and promote the improvement of consumer level among residents.
