区域治理与全球治理互动视角下阿盟与联合国的合作实践

摘要
阿盟与联合国的合作体现了区域治理与全球治理相互协调与联通的特点.几十年来,两大组织积极推动关系的发展,建成并着力深化合作伙伴关系,共同探索(非)传统安全和经济社会发展方面的治理合作.在传统安全领域,阿盟与联合国相互承认对方在国际和地区安全事务中的重要性,阿盟坚持在相关事务中与联合国保持接触和协调,并尝试采取一致行动;在非传统安全领域,联合国以实际行动支持阿盟应对恐怖主义、难民问题、环境与气候威胁等,帮助阿盟提升综合治理能力;经济社会发展治理领域是阿盟与联合国开展合作最早、合作范围最广以及合作成果最显著的领域,双方通过大量合作项目的执行,推动了阿拉伯地区的发展.但阿盟对区域自决权的维护、阿盟成员国间相互竞争导致组织内部难以协作、地区问题自身的复杂性以及外部大国干扰等因素对阿盟与联合国的合作实践产生了消极影响,严重制约了两大组织间合作关系的深化空间.
Abstract
Cooperation between the League of Arab States(LAS)and the United Nations(UN)is characterized by the integration and coordination of regional and global governance.Over the past decades,the two organizations have actively promoted the development of their mutual relations,building,and deepening their partnership,and jointly exploring cooperation in governance in the areas of security,non-traditional security,and economic and social development.In the field of security,the LAS and the UN have consistently recognized each other's importance in international and regional security affairs.The LAS has maintained regular contact and coordination with the UN in relevant matters and has endeavored to take joint actions.In the field of non-traditional security,the UN has supported the LAS in addressing terrorism,refugee issues,environmental and climate threats through practical actions,helping it to enhance its comprehensive governance capabilities.The field of economic development governance represents the longest-standing,largest-scale,and most fruitful area of cooperation between the LAS and the UN.Their efforts have effectively promoted the development of the Arab region through the implementation of numerous cooperative projects.However,the LAS'defense of regional autonomy,internal challenges arising from competition among its member states hindering collaboration,and the complexity of regional crisis issues have negatively impacted collaborative practices between the LAS and the UN.These factors have impeded progress towards the long-term development of cooperative relations between the two organizations.
