摘要
20 世纪 40 年代至 70 年代,印尼与沙特、卡塔尔、阿联酋等海湾阿拉伯国家相继建立了外交关系,但建交之后长期处于不温不火状态.2014 年佐科·维多多就任印尼总统后改变了这一局面,印尼与海合会六国的战略关系在政治、贸易、投资、援助、安全、文化等各领域取得了长足进步.印尼强化同海合会国家的外交关系是双向互动的结果,立足于高度互补的经济产业结构与广阔的合作潜力.双方优先发展经济、安全、技术合作关系的方向同中国发展区域多边合作的战略和全球治理新理念相吻合,对涉华关系也会产生积极影响.展望未来,印尼与海合会国家在经贸、安全、文化等领域的合作将会进一步加强,这不会受到印尼政府换届的影响,但海湾地区极端思想扩散、印尼海外劳工权益问题、海湾国家内部政治局势等因素也将对双方合作的深化形成一定制约.
Abstract
Indonesia established diplomatic relations with Saudi Arabia,Qatar,the United Arab Emirates and other Gulf Arab countries during the 1940s to 1970s.However,these relationships remained lukewarm for a long time after they were established.This situation changed after Joko Widodo became Indonesia's president in 2014.The strategic relationship between Indonesia and the six Gulf Cooperation Council(GCC)countries has made considerable progress in various fields,including politics,trade,investment,aid,security and culture.The strengthening of Indonesia's diplomatic ties with GCC countries is the result of bilateral interaction based on highly complementary economic and industrial structures and broad cooperation potential.The priority given by both sides to developing economic,security and technical cooperation aligns with China's strategy of developing regional multilateral cooperation and its new vision of global governance,which will also have a positive impact on relations with China.Looking ahead,cooperation between Indonesia and GCC countries in the fields of economy,trade,security and culture will further strengthen.This will not be affected by changes in Indonesia's government.However,factors such as the spread of extremist ideas in the Gulf region,the protection of overseas workers'rights in Indonesia and internal political situations in Gulf countries will also impose certain constraints on the deepening of bilateral cooperation.
