摘要

为明确双重预防机制基础理论,形成一套切实有效的构建方法与程序,采用文献分析、定性分析、思辨分析、模型构建等方法,辨析双重预防机制的关键概念(风险点、危险源、风险、事故隐患),分析其内在逻辑关系,并构建逻辑关系模型;在此基础上,总结出通用的双重预防机制构建方法与程序.分析结果显示:危险源分为根源危险源与状态危险源,险兆事件是潜在状态危险源的现实表现,风险管控的核心是防止潜在的状态危险源演变为现实的险兆事件;危险源辨识过程中根源与状态危险源分别细分为2种类型、5种表现形式,且事故隐患与控制措施存在一一对应关系;双重预防机制构建程序分为5个构建阶段,包含16项工作内容、13项输出成果.

Abstract

To clarify the basic theory of the dual prevention mechanism and form a set of practical and effective construction methods and procedures,methods such as literature analysis,qualitative analysis,speculative analysis,and model construc-tion are used to distinguish the key concepts of the dual prevention mechanism(risk points,hazards,risks,and accident hazards),analyze their internal logical relationships,and construct a logical relationship model.On this basis,this study summarizes the general methods and procedures for constructing a dual prevention mechanism.The analysis results show that hazards can be divided into root hazards and state hazards.Threat events are the actual manifestations of potential state haz-ards,and the core of risk control is to prevent potential state hazards from evolving into near miss.In the process of identif-ying hazards,the root hazards and state hazards are subdivided into 2 types and 5 manifestations,respectively,and there should be a one-to-one correspondence between accident hazards and control measures;The construction program of the du-al prevention mechanism is divided into 5 stages,including 16 work contents and 13 output results.
