Legislative Background,Logic Approaches,and Implementation Suggestions for the Coal Mine Work Safety Regulations
In order to comprehensively and accurately understand the institutional essence of the newly promulgated Coal Mine Work Safety Regulations,this paper revisits the history of coal mine work safety legislation in China,systematically an-alyzes the challenges faced by the construction of coal mine safety rule of law,and thoroughly researches the era back-ground,thought framework,and institutional innovation of the Coal Mine Work Safety Regulations. The results show that the new regulations affirm and strengthen the coal mine work safety management system of"national supervision,local over-sight,and corporate responsibility",clarifying and reinforcing the responsibilities of all parties involved,signifying that China's coal mine work safety rule of law construction has entered a new stage. To effectively implement the Coal Mine Work Safety Regulations,collaborative participation from multiple entities is required to focus on resolving prominent issues,estab-lish a sound legal system for coal mines,and innovate methods of legal publicity.
