Subject Interaction Mechanism and Contextual Reflection in Disaster Management
In order to examine the means of fostering collaboration between different levels of government,social work agen-cies,and other social organizations in the context of disaster governance,the theory of interactive governance is employed conjunction with the experiences and practices of disaster governance in City Z.This approach is undertaken with the objec-tive of elucidating the underlying mechanism of different interaction modes in disaster governance,and to propose a frame-work for interactive governance within the domain of disaster governance.According to the typology of interaction modes and fields,the interactions within the domain of disaster governance can be classified into three principal categories:accountabili-ty interaction,mutual benefit interaction,and synergy interaction.The experience from Z city in Henan province demon-strates that when a disaster occurs,there are evident differences between the three interaction modes in regard to their opera-tional mechanisms,action logic,and organizational form.The different interaction modes have disparate triggering se-quences,and there is a strong correlation and potential for tension between the modes.In the analytical framework of interac-tive governance,accountability interaction represents the key variable for the success of disaster governance.Mutual benefit interaction constitutes the basic element for the establishment of government-society cooperative relationships.Synergistic in-teraction is the crucial factor that ensures the effectiveness of disaster governance.The three modes of interaction undergo a transformation in the process of disaster governance,effectively promoting the formation of the interactive order of the process of disaster governance.
