Research on Classification and Gradation of Offshore Oil Safety Risk in China
In order to further improve the classifica-tion and gradation of offshore oil safety risks in Chi-na,comparative analysis and research were carried out through collecting relevant regulations,standards and practices.It was found that the classification and gradation of safety risks in domestic offshore oil in-dustry were not clear or uniform,and it was defined according to the characteristics of offshore oil indus-try,and the characteristics of offshore oil safety risks were analyzed.The characteristics and classification practices of safety risks in different domestic indus-tries,and domestic and foreign oil industries were studied and analyzed.Based on 4M1E method,Chi-na's offshore oil safety risks were divided into 6 cate-gories and 28 sub-categories,including personnel risks,equipment and facility risks,offshore operation risks,material/logistics risks,technical risks and en-vironmental risks,and its meaning or application was explained.The safety risk classification methods of different industries and domestic oil companies in China were analyzed,and a proposed classification method that classified the severity into 7 levels from the four aspects of personnel,environment,property and reputation,and divides the occurrence frequency into 7 levels to form a 7×7 safety risk matrix was put forward.
