危化品公路运输作为大型油气田企业生产经营的重要组成部分,历来事故多发,给油田生产经营带来较大的安全风险.某大型油气田企业按照"优势互补、共同发展、战略双赢"的原则,以统一管理标准为基础、以本质安全提升为核心、以集成油田内外部危化品运力资源为目标,通过搭建一体化运营平台,配套建立"组织保障""承包商优选""平台化运营""常态化监控"和"智能化培训"等五大运行机制,提升了危化品运输安全管控水平.
Abstract
As an important part of the production and management of large oil and gas field enterpri-ses,the road transportation of hazardous chemicals has always been prone to accidents,which brings great safety risks to the oil field production and man-agement.In accordance with the principle of"com-plementary advantages,common development,and strategic win-win",a large oil field took unified management standards as the basis,essential safety improvement as the core,and integration of internal and external hazardous chemical capacity resources as the goal,by building an integrated operation plat-form,Five operational mechanisms,including"or-ganization guarantee","contractor selection","platform operation","normal monitoring"and"intelligent training",were established to greatly improve the safety control level of hazardous chemi-cal transportation.
