摘要
成品油具有易燃易爆的特性,一旦发生泄漏,极易引发火灾爆炸事故.因此,成品油储、运、销各环节潜藏的安全风险不容忽视.通过利用启动前安全检查(PSSR)的方法,对某成品油库试生产前的各个环节进行全方位、系统化的审查与评估,旨在构建一个安全、高效、可靠的成品油库运营体系,并总结出 4 点措施,为其他油库的顺利试生产提供借鉴.
Abstract
Finished oil products have the characteris-tics of flammability and explosiveness,and once a leak occurs,it is highly likely to cause fire and ex-plosion accidents.Therefore,the hidden safety risks in the storage,transportation,and sales of refined oil products cannot be ignored.By utilizing the Pre-Star-tup Safety Review(PSSR)method,a comprehensive and systematic review and evaluation of various stages before the trial production of a certain oil depot was conducted,aiming to build a safe,efficient,and re-liable operation system for the oil depot.Four meas-ures were summarized to provide reference for the smooth trial production of other oil depots.
