港航环境管理机制与综合评价研究

为了促进港航行业可持续发展,加快向环境友好型港口转变,提出港航环境管理机制的框架,从管理能力、防污工作和现状反馈3个维度,构建港航环境管理综合评价指标体系。结合德尔菲法、层次分析法和模糊数学等理论方法,建立模糊层次综合评价模型,并对浙江沿海港航环境管理体系进行评价。结果表明,浙江沿海港航环境管理体系属于良好范畴,浙江沿海港航环境管理仍有提升空间。同时,根据各项指标的权重大小,提出相应改善措施和建议,对港航环境管理具有一定的借鉴作用。
Study on the management mechanism and comprehensive evaluation of port and shipping environment
To promote the sustainable development of the port and shipping industry and accelerate the transformation to an environment-friendly port,the factors affecting the port and shipping environment are investigated,the framework of the management mechanism for the port and shipping environment is put forward,and the comprehensive evaluation index system of the management for port and shipping environment is established.The first-level indicators of the comprehensive evaluation index system of the management for port and shipping environment are management ability indicators,anti-pollution work indicators,and current situation feedback indicators.In addition,there are nine secondary indicators and twenty-seven tertiary indicators.Combining Delphi method and analytic hierarchy process,the combined weight of each evaluation index is first obtained.Based on the fuzzy comprehensive evaluation method,the fuzzy hierarchical comprehensive evaluation model is established by using the membership function of the reduced half ladder method.Taking the coastal area of Zhejiang Province as an example,the fuzzy comprehensive evaluation results are obtained,and the management evaluation matrix of the coastal port and shipping environment in Zhejiang Province is calculated.According to the principle of maximum subordination and the weighted average quantitative method,it is concluded that the management system of the Zhejiang coastal port and shipping environment belongs to a good category.According to the weight of each index,the corresponding improvement measures and suggestions are put forward.Therefore,this paper provides a scientific method for the comprehensive evaluation of the management mechanism for port and shipping environment and has a certain reference for the management of port and shipping environment.
