Application of super-efficiency SBM-Malmquist model in the efficiency evaluation of gas pipeline integrity management
To address the issue that the difference in the integrity management level of each evaluation unit cannot be accurately compared and the integrity management efficiency of the same evaluation unit cannot be dynamically measured when evaluating the integrity management efficiency of a gas pipeline,a method based on super-efficiency relaxation value calculation model(super-efficiency Slacks-Based Measure model,SBM model)and Malmquist model is proposed to study the pipeline integrity management efficiency evaluation.Firstly,by comprehensively considering the implementation process,effect,and benefit of integrity management,combined with expert opinions and relevant normative standards,an effectiveness evaluation index system is constructed.The evaluation index system is characterized by 3 first-level indicators and 14 second-level indicators.Secondly,the super-efficiency SBM model considering undesirable output is used to solve the comparison and ranking problem of each evaluation unit,and then the Malmquist model is combined with the super-efficiency SBM model to measure the dynamic change trend of the efficiency of each evaluation unit.Finally,the proposed effectiveness evaluation model is used to evaluate the integrity management effectiveness of five gas companies from 2019 to 2022.The results show that the effectiveness evaluation based on the super-efficiency SBM-Malmquist model can accurately measure the effectiveness level of each evaluated company.Besides,it can dynamically analyze the changes in the effectiveness of the integrity management of each company from the time dimension.The combination of cases shows that the analysis and evaluation results are consistent with the actual situation of pipeline integrity management in each company,indicating that the method proposed in this paper has strong reliability and accuracy.Furthermore,the effectiveness evaluation can accurately reflect the change of integrity management level and technology level,and clarify the direction of improvement.It provides an evaluation idea for pipeline integrity management.
