突发公共卫生事件城市生活保障供应链韧性体系构建

韧性供应链能够抵御供应链中断造成的影响,并且快速恢复供应。结合指标体系构建原则及城市应对突发公共卫生事件处理流程,构建了突发公共卫生事件下城市生活保障供应链韧性评价指标体系,运用改进的熵值法、变异系数法和指标信息贡献率等方法对原始指标进行筛选及合理性检验,最后通过熵权-逼近理想解法(Technique for Order Preference by Similarity to an Ideal Solution,TOPSIS)对供应链韧性水平进行综合评价并提出发展建议。以兰州市为实例,验证了指标筛选方法的有效性。
Refinement of the construction and application of resilience systems for urban living security supply chains during sudden public health emergencies
Resilient supply chains can withstand disruptions and swiftly restore operations.During public health emergencies,government interventions to contain outbreaks may lead to city-wide lockdowns,affecting urban material supply chains to varying extents and potentially compromising essential living needs in severe cases.Therefore,evaluating the resilience of urban living security supply chains is crucial to ensure continuity and meet community needs during crises.Based on the four principles of constructing an indicator system—systematic,availability,scientific,and dynamic principles—and considering urban responses to public health emergencies,this paper introduces a novel index system for evaluating the resilience of urban living security supply chains during such crises.This system encompasses five dimensions for the first time:early warning capability,response capability,adaptation capability,recovery capability,and innovation capability.The index screening method employed not only integrates factors such as"index relevance,differentiation,and redundancy of information"from existing studies but also addresses issues concerning"index reliability and information contribution rate."The improved entropy method,coefficient of variation method,and indicator information contribution rate are utilized to assess the validity of the original indicators,resulting in the refinement of 26 indicators from the initial set of 50.Subsequently,the entropy weight-Technique for Order Preference by Similarity to an Ideal Solution(TOPSIS)method is employed to assess the supply chain's resilience level and propose development recommendations.Using Lanzhou City as a case study,the resilience levels for 2019 to 2021 are determined.Notably,the highest resilience level is observed in 2019,while the lowest is recorded in 2020.This suggests that the urban living security supply chain in Lanzhou has exhibited considerable improvement in resilience and resistance to external shocks,albeit starting from a relatively low overall level.The efficacy of the index screening method is thereby validated.
