Research on the Management of Water Resources in Drainage Basins in the Arid Regions of Northwest China
Water is generally considered to be fundamental resources to maintain the survival and development of human and to determine the structure and function of natural ecosystems. Water is also important economic resources for supporting the sustainable development of regional socio-economic systems. With the rapid growth in population and the fast development in economy, the issue in shortage of water resources is becoming increasingly a neckbottle limiting environmental improvement and healthy development of socio-economic systems, especially in those water-short regions of Northwest China. Overall, the current status of low effectiveness of water resources utilization and serious water crisis in China has been proposed to attribute not completely to the lack of saving-water and water-polluted processing technologies, but also to the absence of a highly effective water man- agement institution that can promote rational allocation and utilization of water resources. Superficially, the China's water crisis seems to belong to a resources crisis, but it is indeed ineffective in the water management for a long term. Therefore, a solution to the problem of China's water crisis depends strongly on the improvement of water management system by innovating a more effective operating mechanism. In this study, the author addressed the following questions: 1) the importance of developing an appropriate water management system for the long-term utilization of water resources; 2) some key theoretical questions pertaining to reform and innovation of water resource management systems; and 3) the way for promoting the establishment of an innovative water management institution.
