The Adaptation Countermeasures to Glacier Shrinkage in Some Typical Counties of Tibetan Autonomous Region
The climate changes and the human activities have caused the glacier shrinkage in the Tibetan Plateau. The glacier-related disasters are increasing day by day. The three typical counties in Tibetan Autonomous Region have been selected to examine based on some questionnaires and in-situ investigation. According to the findings, the adaptabilities of local residents to the glacier shrinkage are as follows: the resident's adaptabilities are relatively well, the government's self-adaptation is poor, and the social and economic adaptation is relatively poor. The current adaptation situations are as follows: the effects of eco-protection policies are good; the industrial structure is unreasonable and the level of agricultural industrialization is low;the management system of woodland and grassland is not perfect; water resources utilization is inefficiently. In terms of the practical situations of these counties, the following countermeasures for solving the problem of glacier shrinkage are put forward: 1) to enhance the adaptability of the residents following the local government's regulation,2) to improve the management system and regulations, so that the resources and the environment will no longer be damaged, 3) to strengthen the development and utilization of water resources, 4) to speed up the construction of protective infrastructure against glacier shrinkage, and (5), last but not least, to intensify the publicity and education in order to encourage people to build up a high sense of responsibility.
