Under the background of declining fertility rate and deepening aging degree,alleviating the imbalance in the supply of elderly care services has become a major issue of social concern.Social enterprises combine the dual value of"economy and welfare"and the strength of"competition and cooperation"to provide"diversified+multi-level"elderly care service supply.However,due to the immature development of social enterprises in China,there are some practical problems such as resource shortage,identity contradiction and embarrassing status in the intervention of community home care services,which need to be improved through government-led,deregulation and sound laws,in order to further cultivate and develop social forces,crack the problems of the elderly,and enhance the modernization level of social governance.
