摘要
基于科学性、系统性、相对性、可操作性和减量原则,构建对外贸易高质量发展评价指标体系,运用客观赋权法建立评价函数模型,对2000-2020年北京对外贸易高质量发展水平进行测度与评价.研究表明:从总体上看,2000-2020年北京对外贸易高质量发展水平处于上升趋势;从准则层指标的发展趋势看,各指标均表现为上升趋势;从要素层指标的发展趋势看,北京对外贸易规模、贸易结构、科技实力、创新驱动、贸易竞争力、价值链地位、生态效益、资源效益、贸易安全、货物贸易可持续发展、服务贸易可持续发展水平均处于上升趋势,而贸易开放度不变.基于以上结论,提出以下建议:发挥首都功能政策优势,助推北京对外贸易高质量发展;持续推进"两区"建设,加速北京服务贸易发展;加强政策监管,关注北京对外贸易可持续发展.
Abstract
Based on the principles of being scientific,systematic,relativity,feasible and reduction,this paper sets up a new assessment index system to measure the high-quality development of Beijing's foreign trade.Taking advantage of the method of objective weighting,this paper builds a function model ton assess the high-quality development level of Beijing's foreign trade from 2000 to 2020.The research leads to the following conclusions.On the whole,indices of the high-quality development level of Beijing's foreign trade kept rising from 2000 to 2020.From the perspective of the development trend of the criteria level indicators,Beijing's foreign trade status,foreign trade innovation,foreign trade competitiveness,foreign trade efficiency,foreign trade openness and security,an d the sustainable development level of foreign trade showed an upward trend;From the perspective of the development trend of factor level indicators,Beijing's foreign trade scale,foreign trade structure,scientific and technological strength,innovation drive,trade competitiveness,value chain position,ecological benefits,resource benefits,trade security,sustainable development of goods trade,and sustainable development of service trade were in an upward trend,while the degree of trade openness remained unchanged.Based on the above conclusions,we propose policy recommendations to promote the high-quality development of Beijing's foreign trade.
