经济增长压力对金融资源配置效率的影响

基于 2001-2021 年省级政府工作报告,本研究分析了经济增长目标对金融资源配置效率的影响机制.研究表明,经济增长目标的设定会对金融资源配置效率产生负效应.研究还发现,地方政府在经济增长压力下,一方面,会因为"地方保护主义"限制要素流动,导致金融资源难以在产业间自由流动;另一方面,为完成设定的经济增长目标,各级政府因财政资金难以维持经济建设产生强烈的举债动机,促使金融资源逐渐财政化,从而降低金融资源配置效率.
Abstract
Based on the provincial government report from 2001 to 2021,this paper analyzes the influence mechanism of economic growth target on the efficiency of financial resource allocation.Studies have shown that the setting of economic growth targets will have a negative effect on the efficiency of financial resource allocation.In addition,this paper finds that under the pressure of economic growth,local governments will restrict the flow of factors due to"local protectionism",resulting in the free flow of financial resources between industries.On the other hand,in order to achieve the set economic growth target,governments at all levels have a strong incentive to borrow because fiscal funds are difficult to maintain economic construction,which promotes the gradual financialization of financial resources,thereby reducing the efficiency of financial resource allocation.
