Bibliometric Analysis and Quantitative Evaluation on Scenic Byway Policies in China: Based on Policies from 1992 to 2023
With the construction and development of scenic byways increasingly strengthened in China, the formulation and enaction of scenic byway policies have been accelerated to regulate and guide the rapid development of scenic byways. The study uses the policy collection databases such as the magic weapon of Peking University, Non-Litigation, CNKI database of laws and regulations as policy search sources, and retrieves 284 scenic byways policies issued at the national level in China from 1992 to 2023. With the help of software and models such as CiteSpace, LDA and PMC, and methods like bibliometric method, policy text mining method, and policy evaluation method, it makes in-depth analysis and evaluation of the characteristics, topics and effectiveness of scenic byway policies from three dimensions: policy text measurement, policy topics mining, and policy evaluation. The study reveals the following findings: (1) Scenic byway policies in China have gone through four phases, including exploration period, the stable period, the growth period and the sophistication period, gradually realizing a shift from policy issuance by a single sector to joint issuance by multiple sectors. The types of policies are characterized by plurality, standardization and operability. (2) Scenic byway policies mainly focus on planning and construction, roadside facilities and quality, safety and service, technology and standards, and management and maintenance. The attention paid to technical standards, business management, market operation, conservation and maintenance, ecological protection and cultural features need to be further enhanced. (3) The overall acceptability of the scenic byway policies is high, but there are still problems such as insufficient policy attention to cultural field, roadside facilities and quality theme, insufficient policy incentives, relatively little involvement of policy functions such as technological innovations, and lack of variety in the use of policy tools, thereby restricting the role of scenic byway policies to a certain extent. Therefore, in the process of formulating and issuing policies on scenic byway, attention should be paid to the establishment of a policy synergy mechanism, the improvement of multi-dimensional and whole-process scenic byway policy content formulation, and the construction of a multi-dimensional scenic byway policy system.
