The Changes of Issuing Cost for New Style Official Newspaper in Late Qing Dynasty:Based on Customs and Postal Archives
Based on the new historical data,this paper discusses the changes of the issuing cost of the new style official newspaper in the late Qing Dynasty and the complicated power interaction relationship behind it.In the early days,because the Imperial Post Office expected to use the official power to promote and establish a good relationship with the upper echelons of the Qing court,the new style official newspaper enjoyed the preferential treatment of free mail.After four years of free mail policy,Imperial Post Office ended this preferential policy and changed it to a 70 percent fee due to the high cost.However,when the central government founded the Cheng Chin Kuan Pao and the NeiKo Kuan Pao,the charging policy was loosened again with the changing attitude of the Qing government,and some postal exemption policies were provided for the central official newspaper.The publishing activities of newspapers are not only related to the media itself,but also are often in the dynamic balance of power relations,which should be examined in the whole network of economic,political,diplomatic and other interlocking factors.
