Governance on the Mobile Portals:Social Governance of Government New Media
The social governance of government new media is concerned with actions and the process of government as well as the relevant subjects to implement social management and carry out public affairs.The social governance is based on government microblog,WeChat,various APPs,short video and other new media tools,which is common in responsive,cooperative,deliberative and developing governance scenarios,and has been an important part of the national modernized governance system.Based on micro perspective of process analysis,this paper develops a three-dimension theoretical frame to understand social governance of government new media:appeals coming first,giving full cooperation and creating values.Specifically,as the primary motivation,the public appeals inputs and communications are the foundation which will trigger the governance process,activate multiple subjects to use government new media platforms to connect with an actor network.The subsequent step of the process is to adopt multiple governance activities,including online and offline,which is promoted and enriched by government new media.The governance values and philosophy are continuously generated in the whole process,almost by means of every subject and action.Finally,the paper also finds out that in practice,the social governance of the government new media also has some problems such as digital formalism,public opinion risks and difficulties in coordinating governance actors.Consequently,the proper function of governmental new media means to optimize actor networks,enhance application scenarios and promote the governance model to transform from responsive to smart.
