Monopoly Regulation,Responsibility Definition,Interest Balance:Extraterritorial Experience and Enlightenment of Digital Platform Governance
In the governance of digital platforms,defining platform monopoly behavior,addressing the lack of social responsibility,and infringement of social public interests have always been challenging issues.The experiences of the European Union,the United States,Australia and Canada in platform governance show that defining market dominance and the abuse of market dominance can be used to determine the monopolistic behavior of platforms,and thus serve as a basis for assessing when the state should intervene in the anti-monopoly process.By defining the role of platforms as"gatekeepers"and constructing a layered responsibility system,platforms can be incentivized to engage in internal regulation,making the digital platforms themselves important players in the process of platform governance.Establishing a bargaining mechanism between the platforms and the media,and introducing mandatory regulation by the government are possible to balance the interests of the two and better safeguard the public value.These governance ideas and initiatives can be used as experience for platform governance in our country.
