摘要
文章运用文献研究法和逻辑分析法等研究方法,以治理精细化理论为指引对县域公共体育服务供给机制问题展开思考与探究.研究认为,县域公共体育服务治理精细化的要素包括"以人为本"的治理理念、多元协同的治理主体、智能化的治理工具、规范化的治理标准以及科学化的治理体制五个方面,面临多元主体协作乏力、体制构建与精准实施僵化以及公众需求与供给结构失衡等现实困境.在此基础上,从治理能力、治理结构以及治理过程三个方面提出优化路径.
Abstract
Using the research methods of literature research and logical analysis, and taking the fine governance theory as the guide, this paper explores the supply mechanism of county public sports service. According to the research, the elements of fine governance of county public sports services include five aspects:"people-oriented" governance concept, multiple collaborative governance subjects, intelligent governance tools, standardized governance standards and scientific governance system, which are faced with realistic difficulties such as weak cooperation among multiple subjects, rigid system construction and precise implementation, and imbalance between public demand and supply structure. On this basis, the optimization path is proposed from three aspects: governance ability, governance structure and governance process.
