摘要
文章运用文献资料法、内容分析和数理统计法,基于政策工具视角,对涉及我国武术发展的 22 份政策文本进行研究,研究表明:武术发展政策工具存在分布明显失衡的特征,其更倾向于使用环境型政策工具;政策工具二级单元也存在着不合理、不均衡等问题;政策表述过于宽泛,重宏观轻具体,缺乏相关评价体系和评价指标.
Abstract
The article uses methods such as literature review,content analysis,and mathematical statistics to construct a two-dimensional analysis framework of policy tools and value characteristics from the perspective of policy tools.It studies 22 policy texts related to the development of Wushuts in China,and the research shows that there is a significant imbalance in the distribution of Wushuts development policy tools,which tend to use environmental policy tools;The secondary unit of policy tools also has problems such as irrationality and imbalance;The policy statement is too broad,emphasizing macro over specific,and lacking relevant evaluation systems and indicators.
