Digital twin is a new path and practice mode for smart city construction,and the digital base is an important spatial foundation for the construction of digital twin city. By constructing the digital twin spatial geographic digital base,the collection and production of spatial geographic data in digital twin mode is maximized,which provides strong support for the digital transformation of cities. Based on the practice of smart city construction in Shanghai,this paper analyzed the concept of digital twin cities and spatial geographic digital base. The technical architecture and construction approach of the spatial geographic base of digital twin cities was proposed,which was centered on the construction of digital twin space geographical data resources,the construction of digital twin intelligent hub and the establishment of spatio-temporal data service system. Combined with specific application scenarios such as three-dimensional(3D) planning approval,land use life cycle management,and smart police,this paper can provide references for the further application of city spatial geographic digital base in urban governance.
